Oh. Hey where did that national security exception come from? But for infeasibility or for best interests, the rest of it goes into why the olden-days review board didn't work to prevent errors during the Gulf War, and how a new review board instituted by the FDA in this rule, along with many finely wrought hoops for SecDef to jump through, will protect the troops. Because if we have learned NOTHING else during this time of Covid Pandemic, the DoD wants to protect the troops. I think I will head back to shore now.
