I've seen persuasive arguments that people who are attempting to reveal true information to the public pretend to be crackpots and fiction writers to protect themselves from being arrested, tortured and/or killed by those they expose. David Icke and Malachi Martin spring to mind.
What's more interesting to me is the plausibility of the content of the document, when reviewed alongside the government acts directly observable in the last three years.
